Chip and Pepper's Cartoon Madness was a variety/stock puppet show hosted by the identical twin businessman Chip and Pepper Foster. At a peak in their popularity, the Foster brothers appeared on a Canadian TV station singing "Chip and Pepper: get hip or get out!" The footage came into the hands of NBC's head of entertainment, Brandon Tartikoff, who decided to give them a Saturday morning cartoon show. In fall 1991, Chip and Pepper's Cartoon Madness debuted. A cornerstone to NBC's animated line-up, it included sketches and interviews, but old cartoons such as Casper and Captain Caveman took up most of the airtime. In each episodes, bulldog caricatures of the Foster twins appeared from time to time (appearing in featured cartoons in some episodes). Before broadcasting the show, the Foster twins did host for other Saturday morning cartoons, such as Space Cats, Captain N and the New Super Mario World, and Wish Kid. The show lasted one season before NBC dropped its animated block altogether in 1992.

Similar to Weinerville that had not been in reruns after its removal from Nickelodeon in 1997, Chip and Pepper's Cartoon Madness remained unseen in syndication after the conclusion of the NBC Saturday morning lineup due to copyright issues with the cartoons featured. There are no home releases of this program on any form. It is assumed that this variety show might be wiped from existence.
