Their collection, which includes the first 14 episodes on 7 discs, was listed on September 5th, 2002, thus confirming that episodes 1, 2, 13, and 14 were released on VCD.
While episodes 3-12 are the only full episodes available online, there does exist a clip of of the series' 2nd episode, which can be seen in the video below. We can assume from this that full versions of episode 2, as well as episode 1, are likely to exist. Any at all beyond episode 13 are still a mystery.

A couple of years ago episode 12 of Kuro-chan aired in Asia as a special segment in a broadcast of Keroro Gunso. This could mean that someone has all the episodes that were dubbed.
