It was a 'Bally Gaming Interactive Slot Machine' character animation by maybe Ian-Jones Quartey, for DMA Animation.
It is currently unknown if the version with the original audio is around, but the footage was seen in one/any of Ian Jones Quartey's animation reels (which was gotten from Wayback Machine), so it's most likely that Ian did that character animation for that DMA company, and a high quality version of that animation has yet to be shown. It's also likely that maybe it was an early version of "Mystic Lamp" and its Harem Bonus.
There was also a drawing design of that dancer from a page from Ian Jones-Quartey's blogspot profile.
