One Piece is a long-running Japanese Anime Series produced by Toei Animation and based on the Manga series by Eiichiro Oda. it first premiered in 1999 on Fuji TV and is still running to this day.
in 2003 4Kids licensed the series for a English release in America, which was met with mostly mixed reception from fans. in 2006, they lost the license.. only leaving the East Blue and Alabasta Sagas as well as the Ruluka Island Arc Dubbed, leaving the next Arc Skypiea, despite being teased. Not being dubbed by the company at all. as Funimation gained the license and later did their dub of the arcs and still is dubbing the series to this day. However there is belief 4Kids originally had plans to dub the Arc before losing the License in 2006.

The 4Kids Dub of One Piece premiered on the Channel in 2003, and was infamous for his censorships due to the original series being too violent for a younger audience. This resulted in the dub cutting most of the episodes (Mostly due to not all episodes being sent to them when Toei gave them the license, This includes the Little Garden and the Warship Island Arc.) The dub was met with mixed and negative reception from critics, Audiences, and most Fans, with most criticizing the censorships and some voice acting, But has since gained a cult following in the Fanbase mostly due to it's famous Rap song being used as the opening.
In 2006, 4Kids lost the license to One Piece after it expired. and Funimation purchased the rights. The final arc the company dubbed was Ruluka Island Arc. and they never made it to the Skypiea Arc. However, Some Characters such as Enel, Blackbeard, and others had English Voices for them in the Grand Adventure video games and the Pirate Carnival game which 4Kids licensed as well (also included some scenes from the Little Garden arc as well.) This lead to fans Spectulating that 4Kids originally planned to dub the Arc before they lost the license. But no evidence outside from the voice actors have been found.
